To develop and administer a comprehensive Human Resources Management Program which shall serve as the framework for the observance of the merit principle, selection, appointment, promotion and retention of employees.


Its main function is to formulate, develop and execute policies, rules and regulations in all areas of personnel management in accordance with the Civil Service Laws, Rules and is tasked to act on all matters concerning recruitment, selection and appointment of employees. It is in charge of employee relations and welfare including the creation, maintenance and updating of personnel records as well as other personnel transactions, such as attendance, leave of absence, promotion, transfer, resignation and retirement.
